    The Committee on Health and Human Resources moves to amend the bill, beginning on page one, by striking out the title of the bill in its entirety and inserting in lieu thereof the following:

“A BILL to amend and reenact §16-1-4 of the Code of West Virginia, 1931, as amended, relating to methadone programs; removing outdated provisions; requiring reports to be presented to the Legislative Oversight Commission on Health and Human Resources Accountability; providing certain drug testing requirement; requiring counseling; specifying the requirements of treatment professionals; mandating certain reports; and requiring residency to permit treatment.”
